NEW DELHI: Lieutenant Governor (LG) Vinai K Saxena on Friday ordered the Anti-Corruption Branch (ACB) of the Delhi Police to carry out an investigation into the alleged “corruption and collusion” of transport department officials with the unauthorized dealers and touts at the Burari Transport Authority, officials said.

The decision came following the order of the Delhi High Court on a petition for a penal order filed by several auto rickshaw syndicates in the city, which alleged large-scale corruption at the Regional Transport Bureau (RTO) of Burari and the “consequent harassment” of auto rickshaw drivers.

This is the fifth investigation Saxena has ordered into the workings of various departments of the elected government in the past month, including the major showdown over the recommendation for a CBI inquiry into the new excise policy.

Officials said Saxena wanted a “full report” within a month. “The Directorate of Vigilance (DoV) has reviewed the matter and observed that the petitioners have made serious allegations of corruption which affect motorists. It has been alleged that permits were transferred in cahoots with RTO officials,” said a senior official.

Motorists have complained that three-seater auto rickshaw (TSR) licenses are transferred “illegally”, in the event of loan default, in cahoots with the Motor Licensing Officer (MLO) and RTO officials. The High Court had also ordered the Delhi Police to forward the petition/complaint to the Economic Crimes Wing (EoW), for necessary action.

While reviewing the petition, the HC directed the Delhi Police, Department of Transport and DoV to continue the investigation from the angle of crime as well as corruption, while treating this petition as a complaint. According to the officials, the LG said the complaint once again revealed massive corruption under the government led by Arvind Kejriwal.

The rickshaw drivers are a major vote bank for the Aam Aadmi Party (AAP) and were instrumental in its political campaigns before coming to power in 2013 and 2015.
